Judges 9:23 "then God sent an evil spirit between Abimelech and the men of Shechem; and the men of Shechem dealt treacherously with Abimelech:" 1Samuel 16:14 "But the Spirit of the LORD departed from Saul, and an evil spirit from the LORD troubled him." Job 2:10 "But he said unto her, Thou speakest as one of the foolish women speaketh. What? shall we receive good at the hand of God, and shall we not receive evil?.." hEBREWS 1:14 "Are they not all ministering spirits, sent forth to minister for them who shall be heirs of salvation?"

In the following verses, by understanding it literally evil spirits came from God… J'g:9:23: Then God [b]sent an evil spirit between [/b]Abimelech and the men of Shechem; and the men of Shechem dealt treacherously with Abimelech: 1Sa:16:14: But the Spirit of the LORD departed from Saul, and an[b] evil spirit from the LORD[/b] troubled him. 1Sa:16:15: And Saul's servants said unto him, Behold now, [b]an evil spirit from God[/b] troubleth thee. 1Sa:16:16: Let our lord now command thy servants, which are before thee, to seek out a man, who is a cunning player on an harp: and it shall come to pass, when the[b] evil spirit from God [/b]is upon thee, that he shall play with his hand, and thou shalt be well. 1Sa:16:23: And it came to pass, when the[b] evil spirit from God [/b]was upon Saul, that David took an harp, and played with his hand: so Saul was refreshed, and was well, and the evil spirit departed from him. 1Sa:18:10: And it came to pass on the morrow, that the[b] evil spirit from God[/b] came upon Saul, and he prophesied in the midst of the house: and David played with his hand, as at other times: and there was a javelin in Saul's hand. 1Sa:19:9: And the [b]evil spirit from the LORD [/b]was upon Saul, as he sat in his house with his javelin in his hand: and David played with his hand. Can the Brethren expound more on the subject…..

Clearly the verses convey the message that God only allows Satan and his evil spirits to do things, "all for His glory." The purpose is: 1. To try His chosen people to remain faithful to Him 2. For the rest of the people to continue being deceived because they don't want to humble themselves, as our Lord Jesus showed by example.
